June 17 2008

-The Rwandan Newspaper The New Times says that Rwanda's Chief of Staff, James Kabarebe, met with his Congolese counterpart, Gen Dieudonné Kayembe in Rubavu (Rwanda). A joint communiqué issued at the end of the meeting indicated that both countries expressed commitment in eliminating the rebels of the FDLR and to continue exchanging intelligence through intelligence Fusion Cell and the Joint Planning Cell, both are established in Kisangani.

June 24 2008

-The International Criminal Court (ICC) will hear arguments about the evidence against Thomas Lubanga, the former leader of the UPC militia in Ituri (Congo). Lubanga has been held in The Hague, Netherlands, since March 2006 on charges of committing war crimes by recruiting children as militia members. Earlier, the court ruled that the prosecution was obliged to share with the defence more than 200 documents that may contain information supporting Lubanga's innocence. That evidence was originally gathered by the UN from sources that have held on to their confidentiality. In a press release the International Center for Transitional Justice (ICTJ) in New York supports the decision of the court.

June 26 2008

-Westcor, a joint venture project of 5 SADC countries, says that one of its major projects on the Congo river would bring an economic renaissance in Africa. It says that thanks to the hydroelectric Inga 3 project on the Congo river, thousands of megawatts of additional electricity will go to the mines in Congo, from 2010 during the first phase. In later stage, the electricity will also benefit Angola, Namibia, Botswana, South Africa by 2015. First supply will be to the BHP Biliton's alluminium smelters planned for the area of Bas-Congo.

June 28 2008

-The programm Amani, meant to bring peace in the Kivu's, is not yet very well proceeding. In Rutshuru, near the place Mutabo, clashes between the FARDC and the CNDP of rebel leader Nkundabatware have taken place. According to the representant of the UN Secretary General in Congo, Alan Doss, the tension between the FARDC and the CNDP in North-Kivu is continuing.

July 1 2008

-Two years of peace talks between Kampala and Uganda's rebel group Lord's Resistance Army (LRA) broke down in April prompting Uganda, Sudan and Congo to threaten a joint military offensive against this group, who is now based in northeastern Congo. LRA's leader Kony increased his attacks to villages in Congo, and forcing into services women and children.

July 3 2008

-The Belgian authorities surrendered and transferred Jean-Pierre Bemba to the International Criminal Court in The Hague. Bemba was arrested on 24 May by the Belgian authorities following a Courts's warrant of arrest. Bemba , the leader of the Mouvement pour la Libération du Congo (MLC), is alleged to be responsible for war crimes and crimes against humanity committed on the territory of the Central African Republic by the MLC militia from 25 October 2002 to 15 March 2003.

July 11 2008

-The UN must decide soon whether to keep a senior Rwandan general as its number two peacekeeper in Darfur after he was indicted by war crimes. A Spanish judge named him in a February indictment for his role in the killing of hundreds of thousands of etnic Hutu civilians in the years following 1994. (note of CongoNed: In Congo, Karake was responsible for the murder of a lot of civilians in 1999 by clasches between the Rwandan and Ugandan army in the city of Kisangani.).

July 15 2008

- A ministerial panel is set to start renegotiating 62 mining deals this month as part of a government initiative to boost revenue form the mining industry. But the spokesman of the Carter Center (Atlanta-USA) said that Congo's renegotiations of mining contracts shouldn't continue before proper policies and procedures have been put in place.

July 18 2008

-Ross Mountain, UN Humanitarian Coordinator and Deputy Special Representative of the UN Secretary General in Congo, undertook a mission to North Kivu. He expressed major concerns relating to the financing of the Goma process, the Stabilisation Plan, the Disarmament, Demobilisation and Reintegration (DDR) and the work of the Joint Committee. MONUC briefed Mr. Mountain on the security situation and the military operations. OCHA (UN Office for the Coordination of Humanitarian Affairs) explained the situation of internally displaced persons, who number 850 000 in North Kivu. If military operations are led against the FDLR, this figure could increase by up to 200 000.

August 1 2008

-US and EU officials are warning the situation in eastern Congo is increasingly tense. "We are concerned about what appears to be preparations for renewwd conflict" , says Tim Shortley, the US Senior African conflict adviser, in a BBC interview. "General Nkunda and his CNDP force have been playing with the Goma peace process unfortunately. I think that they are ultimately afraid to disarm and to demobilise and they want to hold on to the land that they have through military means", Shortley continues.

August 5 2008

-The Congolese government and the Chinese Development Bank signed the frame agreement for cooperation on July 30 in Kinshasa. The agreement is the consolidation of the accord of 11 September 2007 about the start of a programm of development by Chinese enterprises at different sectors: infrastructures, mining, energy, public health etc.

August 13 2008

-The Minister of Mining, Kabwelulu, has ordered the mining companies to draw up a declaration about their contribution of taxes to governmental financial institutions like the DGI (Direction Generale des Impots), DGRAD (Direction Generale des Recettes Administratives etc) and the OFIDA (Office des Douanes et Accises).

August 18 2008

- UN Special Representative Alan Doss adressed the media at a press conference in Bukavu (South Kivu) where he explained the aim of his recent visti to the Kivus. He has participated in the ceremonies of the completion of training of 2 FARDC batallions (1800 FARDC troops) at Luberizi training centre.

August 23 2008

-The situation in North Kivu is very explosive: Nkunda threatens to attack the FARDC and the Congolese militia Pareco. In a letter to the UN, Nkunda deplores to be agressed by the Congolese army.

August 28 2008

-MONUC has dispatched patrols to the country's eastern region after some of the worst fighting since the peace deal was signed in January broke out between the FARDC and Nkunda's rebel group, the CNDP. The clashes took place in the region of Rutshuru, near the place Rumangabo.

September 3 2008

-At least one person was wounded and a UN vehicle damaged during a demonstration against MONUC in Rutshuru (North-Kivu). People are demonstrating and protesting against MONUC because they want the Congolese army to advance and push the Nkunda rebels out of the country.

September 5 2008

-The CNDP of Nkunda has attacked the positions of the FARDC near Mweso, a place between the territories of Masisi and Rutshuru. A second front of clashes between the FARDC and the CNDP is at Kirotche, in the south of Masisi.

September 6 2008

In Nyanzale, 60 km north of Goma, the FARDC has recaptured his position.

September 15 2008

-A lot of members of the CNDP have been killed by the Blue helmets of MONUC during the defence of places near Goma, in Masisi and Rutshuru. FARDC commander Delphin Kahimbi says that the hostilities between CNDP and the Congolese army are restarted in different places.

22 September 2008

-Masisi is the theater of clashes between FARDC and CNDP. MONUC has put in helicopters to force the CNDP to withdrew from positions of the FARDC.

24 September 2008

-The IMF is satisfied about the macro-economic performances of the Congolese government. The decision about a financial support by IMF is reported till March 2009, for the IMF want to have time to inspect the Congolese contracts with China.
